دکتر حسینعلی خلیلی در سال ۱۳۵۳ در شیراز متولد شد. دوره دبیرستان را در مدرسه توحید سپری کرد و با قبولی در رشته پزشکی دانشگاه علوم پزشکی شیراز تحصیلات خود را ادامه داد. دوره تخصص را در دانشگاه اصفهان گذراند و اکنون به عنوان دانشیار دانشگاه ٰعلوم پزشکی شیراز. در حال خدمت می‌باشد.
